If you have not heard the name Dave Frishberg before, you are not alone; however, his song, “I’m Just a Bill” can be found in the memories of people over the age of fifty. Dave Frishberg’s song “I’m Just a Bill” was used in a 1976 Schoolhouse Rock segment, an educational program television series in the United States, teaching American school children how a Bill becomes a Law in the U.S. The song was sung by Jack Sheldon, the voice of Bill, the character in “I’m Just a Bill,” and the young boy learning about how a bill becomes a law, was voiced by Jack’s son, John Sheldon.
The American band Deluxx Folk Implosion began as a side-project in the early 1990s and put out a great version of “I’m Just a Bill” for Schoolhouse Rock Rocks in 1996. A couple lines from Deluxx Folk Implosion’s version can be heard on the official 2003 soundtrack for Legally Blonde 2: Red, White & Blonde. “I’m Just a Bill” was featured significantly in the 2000 Disney made-for-TV movie “Mail to the Chief” starring Randy Quaid.
A 2014 SNL sketch called "How a Bill Does Not Become a Law" with Kenan Thompson playing the part of the Bill who sings to the boy character played by Kyle Mooney, and Jay Pharoah who is playing that part of then President Barack Obama, continues to push the bill down the hill while explaining to the boy it is easier to utilize an executive order, played by Bobby Moynihan, than to pass a bill. The executive order, played by Moynihan, opens by singing, “I'm an executive order, and I pretty much just happen.”
